Passing a company were a lot of strays were hanging out. Next to this place is a shelter with approximately 3000 dogs (three thousand) in indoor boxes.

3000 in one place?!!? And indoor boxes, does that means that they never get out or do they at least have access to some kind of yard???
yes, its the Goverment that are paying them to keep them locked inside. One journalist was there and she told me "yes its sad but it is atleast clean inside"
